Accredited Training Programme for Real Estate Agents Launched

 

 

 

Minister for Transport, Infrastructure and Capital Projects Ian Borg, Minister for Tourism and Consumer Protection Julia Farrugia Portelli and Parliamentary Secretary for Lands and Construction Chris Agius launched a training programme for real estate agents which will be accredited by the Institute for Tourism (ITS) at Level 4 on the Malta Qualifications Framework (MQF Level 4) and which will be given by the same institute through collaboration with the MDA Academy. The course is three months long, with two lessons a week. Applicants may choose to attend the course in the morning or in the evening. Lessons will be offered through various modes of blended learning. This follows a reform in the sector led by Parliamentary Secretary Agius in the last weeks.

 

“We have a reformist Government committed to continue improving quality of life and of all services affecting people. We did not stop with a mandatory licence. Today we are here behind MDA Academy and ITS who will see that as of this October, real estate agents are given specialised training in skills that will help them work better and give a better-quality service. We believe in our professionals and in every training and professional development initiative, while seeking to ensure the protection of people investing in property. We are committed to continue witnessing more people becoming homeowners. We started with the first-time buyers and second-time buyers schemes, duty reductions for property purchases in Urban Conservation Areas and Gozo, and we are now taking a further step towards quality service”, stated Minister Ian Borg.

Minister Julia Farrugia Portelli said that, “while MDA will focus on the necessary technical competencies for property agents, ITS will provide students with the necessary knowledge, skills and competencies in specific subjects such as; customer care, consumer behaviour, administrative management as well as technical training on how an agent can make sales. These are transverse components which are relevant to the Tourism and Hospitality industry but which are also indispensable for those who wish to work in the real estate sector.”

The minister added that following the official launch of the new ITS prospectus some weeks ago, which includes two new courses which are the first of their kind on an international basis, a recruitment campaign for new prospective students is currently underway. “It is my pleasure to say that there are very encouraging numbers, particularly on courses having a high academic level. This augurs well to have sustainable development in education related to the sector,” Minister Farrugia Portelli concluded.

Parliamentary Secretary Chris Agius said that this new law was incredibly necessary, also because this activity often involves the biggest investment in a buyer’s life. He reminded those present that as of 31st December 2021, anyone carrying out the role of real estate broker or agent or the role of manager or consultant in the property sector will need to have a licence according to the 2020 Act about Real Estate Agents and Brokers and Property Consultants. He said that considering this, this training programme set to begin in a few months will give people operating in this sector a chance to prepare themselves until the law comes into force.

MDA Principal Ray Abela said that, “since the inception of the MDA Academy in January 2020, together with MDA President Sandro Chetcuti, we have worked relentlessly to offer the industry with accredited and recognised training courses aimed to instil further information and education and enhance the understanding of the responsibilities amongst those working in the industry. Today marks another milestone for MDA Academy, as we have diversified yet into another important area in our economy, that of real estate agent training.”

Amongst other things, the training programme focuses on health and safety, service quality, social media, planning processes, legal and lands aspects, financial training about taxes and loans, as well as contracts. Eligible applicants must be 18 or older, in possession of a Mathematics and English O Level or 5 years’ experience and Level 2 or higher in Basic ICT Skills. An additional 20-hour course is being offered to managers in this sector.

Varat Programm ta’ Taħriġ Akkreditat għall-Aġenti tal-Proprjetà

 

Il-Ministru għat-Trasport, Infrastruttura u Proġetti Kapitali Ian Borg, il-Ministru għat-Turiżmu u lProtezzjoni tal-Konsumatur Julia Farrugia Portelli u s-Segretarju Parlamentari għall-Artijiet u lKostruzzjoni Chris Agius varaw programm ta’ taħriġ għall-aġenti tal-proprjetà li ser ikun akkreditat mill-Istitut għall-Istudji tat-Turiżmu (ITS) fir-raba’ livell fuq il-Qafas Malti tal-Kwalifiċi (MQF level 4) u li se jingħata mill-istess istitut bil-kollaborazzjoni tal-MDA Academy. Il-kors huwa twil tliet xhur, b’żewġ lezzjonijiet fil-ġimgħa. L-applikanti jistgħu jagħżlu jekk jattendux dan il-kors filgħodu jew filgħaxija. Il-lezzjonijiet se jiġu offruti b’modi varji ta’ tagħlim (blended learning). Dan wara rriforma fis-settur li mexxa s-Segretarju Parlamentari Agius fil-ġimgħat li għaddew.

Il-Ministru Ian Borg qal, “Għandna gvern riformista li huwa kommess li jkompli jtejjeb il-kwalità tal-ħajja u tas-servizzi kollha li jmissu magħhom in-nies. Ma waqafniex biss mal-obbligu tal-liċenzja. Illum qegħdin hawnhekk wara l-MDA Academy u l-ITS li se jaraw li minn Ottubru li ġej, l-aġenti tal-proprjetà jingħataw taħriġ speċjalizzat f’ħiliet li jgħinuhom iwettqu xogħol aħjar u jagħtu servizz aqwa. Nemmnu fil-professjonisti tagħna u f’kull inizjattiva ta’ taħriġ u żvilupp professjonali, filwaqt li rridu niżguraw li nipproteġu lil min qed jinvesti fil-proprjetà. Kommessi li nkomplu naraw aktar nies sidien ta’ djarhom. Bdejna bl-iskemi tal-first time buyers u s-second time buyers, b’roħs fil-boll għax-xiri ta’ proprjetà f’Żoni ta’ Konservazzjoni Urbana jew f’Għawdex, u issa qed nagħmlu pass ieħor favur servizz ta’ kwalità.”

Il-Ministru Julia Farrugia Portelli qalet li “filwaqt li l-MDA se tkun qed tiffoka fuq il-kompetenzi tekniċi meħtieġa minn aġenti tal-propjetà, l-ITS se tipprovdi lill-istudenti l-għarfien, il-ħiliet u lkompetenzi meħtieġa f'suġġetti speċifiċi bħalma huma customer care, imġieba tal-konsumatur, immaniġjar amministrattiv kif ukoll taħriġ tekniku ta’ kif agent ibiegħ. Dawn huma komponenti transversali li huma relevanti għall-industrija tat-turiżmu u l-ospitalità imma wkoll indispensabbli għal dawk li jridu jaħdmu fis-settur tal-propjetà immobbli."

Il-Ministru żiedet tgħid li wara li ġimgħat ilu nedejna uffiċjalment il-prospectus il-ġdid tal-ITS li jinkludi żewġ korsijiet ġodda u l-ewwel tax-xorta tagħhom fuq bażi internazzjonali u bħalissa għaddejja kampanja sħiħa ta' reklutaġġ għal studenti prospettivi ġodda. “Bi pjaċir ngħid li hemm numri inkoraġġanti ħafna partikolarment fuq korsijiet ta' livell akkademiku għoli. Dan jawgura tajjeb biex ikollna żvilupp sostenibbli fl-edukazzjoni marbuta ma' dan is-settur,” temmet tgħid il-Ministru Farrugia Portelli.

Is-Segretarju Parlamentari Chris Agius qal li din il-liġi l-ġdida kienet bżonnjuża ferm, anke peress li din l-attività ħafna drabi tinvolvi l-akbar investiment f’ħajjet ix-xerrej. Huwa fakkar li mill-31 ta’ Diċembru 2021 ’il quddiem, kull min iwettaq l-irwol ta’ sensar jew aġent ta’ proprjetà immobbli jew irwol ta’ manager jew konsulent fis-settur tal-proprjetà, irid ikollu l-liċenzja maħruġa skont l-Att tal2020 dwar l-Aġenti tal-Proprjetà Immobbli u tas-Sensara u Konsulenti tal-Proprjetà. Huwa qal li għalhekk, dan il-programm ta’ taħriġ li se jibda fi ftit xhur oħra se jkun qiegħed jagħti lin-nies li joperaw f’dan is-settur iċ-ċans biex jippreparaw ruħhom sakemm il-liġi tidħol fis-seħħ.

Il-Prinċipal tal-MDA Ray Abela qal, “Mill-bidu tal-MDA Academy f’Jannar 2020, flimkien malPresident tal-MDA Sandro Chetcuti, ħdimna bla heda biex noffru l-industrija b’korsijiet ta’ taħriġ akkreditati u rikonoxxuti bl-għan li nrawmu aktar informazzjoni u edukazzjoni, u biex intejbu lgħarfien tar-responsabilitajiet fost dawk li jaħdmu fl-industrija. Illum hija kisba oħra għall-MDA Academy, hekk kif iddiversifikajna f’settur ieħor importanti fl-ekonomija, it-taħriġ tal-aġenti talproprjetà immobbli.”

Fost affarijiet oħra, il-programm ta’ taħriġ jiffoka fuq saħħa u sigurtà, kwalità ta’ servizz, media soċjali, proċessi tal-ippjanar, aspetti legali u tal-artijiet, taħriġ finanzjarju fuq taxxi u self, kif ukoll kuntratti. Biex wieħed ikun eliġibbli jeħtieġ li jkollu 18-il sena jew aktar, ikollu O-Level filmatematika u fl-Ingliż jew 5 snin esperjenza u Livell 2 jew aħjar fil-ħiliet bażiċi tal-Informatika. Kors addizzjonali ta’ 20 siegħa qiegħed jiġi offrut lill-managers f’dan is-settur.
